Each member is a blend of advanced technical skills, creativity, and a deep-rooted commitment to excellence. Dr. Mesia is a structural engineer with over 20 years of experience in engineering, managing complex and challenging projects and designing horizontal and vertical structures in major metropolitan areas, including Maryland, Virginia, and Washington DC. His participation spans the project timeline from concept development and analysis of early concepts through design and final preparation of details and drawings and construction support. His background focused on steel and concrete structures gives him a unique perspective on undertaking a wide variety of projects, including complex transportation structures such as bridges, shallow and deep foundations, underground and retaining structures, steel and concrete buildings as well as load rating and analysis. Additionally, he has expertise in Descus I & II, Conspan, RcPier, Merlin-Dash, MDX, Staad, and SAP2000 software. He has experience with Design-Bid-Build, Design-Build, and GEC projects.

Walter Damian Mesia

W. Damian Mesia, PhD, PE

Mr. Alamdeen is currently the Practice lead of the Structural Engineering division and is a part of the executive committee of ALA. He has over 30 years of experience in management, analysis, design and inspection of bridges and structures related to transportation projects throughout Virginia and the Mid-Atlantic Region. He has served as design lead for some of ALA’s more notable projects including I-64 Hampton Roads Bridge-Tunnel Expansion, I-495 Capital Beltway HOT Lanes/Braddock Road Interchange PPTA, and South Capitol Street Corridor/South Capitol Street Bridge Replacement. He has completed numerous projects in urban areas, within limited right of way, and in environmentally sensitive areas. He is well versed in the regulations, standards and permitting process of VDOT, SHA, DDOT, FHWA, as well as many local agencies and has extensive experience in GEC, PPP, Design-Build and Design-Bid-Build delivery methods.

Khaled Alamdeen

Khaled Alamdeen, PE

Mr. Martin is a Partner at ALA. He has over 20 years of experience as a bridge design engineer for a wide variety of transportation projects. His primary role is design and detailing of numerous bridge components including prestressed concrete and steel plate girders, pile bent and hammerhead piers, traditional abutments, bridge decks, and joints and bearings. Mr. Martin is also experienced in bridge/facility safety inspection and analysis. As part of the construction phase, he has also reviewed shop drawings and responded to requests for information. Mr. Martin is familiar with both the AASHTO standard and LRFD specifications. Mr. Martin is presently leading one of ALA’s largest active projects the US Route 1 Richmond Highway Improvements for Bus Rapid Transit with VDOT.

Julien Martin

Julien Martin, PE

Mr. Walsh has over 40 years of experience as a structural engineer and project manager specializing in the design of transportation structures including a wide variety of bridges, culverts, retaining walls, and other highway structures. His experience has included deck overlays, deck replacements and bridge widenings or improvements to increase load-carrying capacity, as well as design of new bridges and bridge replacements.  Mr. Walsh has significant experience with Design-Bid-Build, Design-Build, and GEC projects for transportation agencies.

Daniel Walsh

Daniel P. Walsh, PE

Mr. Landers has over 15 years of experience in design, inspection, and rehabilitation of bridges and other transportation structures including noise walls, retaining walls, culverts, and sign structures.  He regularly prepares inspection reports including recommendation of repairs. His experience also includes shop drawing review, structural analysis, and load ratings of various bridges and culverts. He is NBI-certified for bridge inspection by course FHWA-NHI-130055 (Safety Inspection of In-Service Bridges), by course FHWA-NHI-130078 (Fracture Critical Inspection Techniques for Steel Bridges), by course FHWA-NHI-130110 (Tunnel Safety Inspection) and by course FHWA-NHI-130087 (Inspection of Ancillary Structures). He is familiar with the standards of FHWA as well as AASHTO LRFD.

Robert Landers

Robert Landers, PE

Mr. Lemus is a Partner and the current Practice lead of the Bridge Inspection division at ALA. He has over 20 years of experience specializing in bridge inspection, design and rehabilitation of steel and concrete bridges and transportation structures, analysis and rating of transportation infrastructure improvement projects. He is routinely a bridge inspection team leader having inspected over 200 structures across Maryland and Virgina. He also sits on the Board of  Directors for ALA.
